The City of Rockford conducted an FHWA mandated value engineering (VE) study for replacing a bridge over the Rock River and Illinois Railway in downtown Rockford, Illinois. It appeared that only minor cost savings would result. However, the VE study led to three completely unexpected outcomes that improved project performance and reduced its cost. This VE study demonstrates that even routine 'check the box' studies can result in surprisingly beneficial results.
