Public-Private-Partnership (P3) 101: Public-Private Partnerships (P3s) are becoming widely recognized as a potentially viable option to advance projects, thereby complementing the Federal-aid program. The structure of private participation varies depending on specific aspects of a project. No single model has emerged as dominant; instead, the extent of private debt and equity capacity and the degree of involvement in design, construction, financing, management, and operation differ from project to project. This course provides participants with an awareness of various non-traditional and alternate ways of funding, construction, operation, and maintenance of U.S. highways.
