The goal of this course is to prepare participants to ensureasphalt pavement construction projects conform to quality and technicalspecifications. The course materials introduce asphalt pavement constructionbest practices, from the importance of understanding project administrationroles and responsibilities to the most vital elements of laydown operations andcompaction.

Participants learn construction management responsibilities;recognize proper construction practices; identify construction issues and theirsource; determine the impact of construction issues on performance; and selectcommunication strategies for contractors, consultants, and superiors. They canthen apply the knowledge and skills to maximize quality on constructionprojects.

The course emphasizes the importance of a proactive approachto managing and inspecting construction projects at every stage. This includesquickly addressing problems, implementing corrective actions, and documentingcommunications between the agency and contractor.

Prior to attending class, participants complete a 5-minuteonline pre-assessment that identifies their familiarity with their agency'sasphalt pavement construction and inspection topics and issues they hope toaddress through training. The pre-assessment is distributed by the LocalCoordinator on behalf of the instructor.

The 131139V - Constructing and Inspecting Asphalt PavingProjects is now offered on-line as a virtual course. A virtualinstructor-led training provides 100% remote learning while ensuringparticipants have access to expert instructors, workshop activities, andengaging peer-to-peer discussions. Sessions are typically held as half-day events over four days.

Upon completion of the course, participants will be able to:

  • Explain the agency's and contractor's roles and responsibilities in supporting project quality
  • Identify asphalt pavement construction best practices
  • Relate common asphalt pavement construction issues to possible causes and impact on pavement performance
  • Explain how to communicate construction issues to the contractor and up the project chain of command effectively
  • Describe appropriate, timely inspection documentation procedures


This course is designed for participants who ensure a project is built to the owner's specifications. Participants can be relatively new to asphalt or general project inspection; however, those with broader experience will learn about innovative asphalt pavement construction technologies, participate in class discussions, and share successful practices. The primary audience comprises Federal, State, consultant, and local agency inspectors and contractor personnel who are involved in the planning, construction, and review of asphalt paving projects.
