NCHRP Synthesis 323
|
The National Cooperative Highway Research Program (NCHRP) commissioned Tom Warne,
former Utah Department of Transportation Executive Director, to conduct a synthesis
of recruitment and retention practices in the state DOTs. The synthesis, titled "
Recruiting and Retaining Individuals in State Transportation Agencies" (Synthesis 323)
provides a comprehensive view of the state DOT approaches to addressing the workforce issues
and identifies "successful practices," that states are using. In developing this
report, a number of DOT managers were interviewed and a survey was conducted of employees from
three state agencies (Maryland, Nebraska, Utah) to gain additional insight into the workforce
issues and concerns. The report points to not only the problems of attracting talent, but of
keeping it, as well. The State employees took pride in working for a state agency; although
morale was generally rated as "average." About 25 percent of the 950 survey respondents
indicated they were considering leaving state service with many citing "future salary"
and "promotion" opportunities as primary considerations.
