(SR500) P3 Evaluation: Overview

In determining whether to deliver a project as a P3 and how to optimally structure a P3, agencies may apply several methodologies to compare the financial and economic impacts of different procurement options for a project. This course provides an introduction to various P3 evaluation methodologies including:
- Value for Money (VfM) analysis, which compares the time-discounted, risk-adjusted, financial impacts of delivering the same project over the same period under different procurement approaches.
- Cash Flow Analysis/Financial Assessment which compares nominal cash flows to assist in determining the affordability of different procurement options.
- Benefit-Cost Analysis (BCA) which compares the societal benefits and costs of different procurement approaches, going beyond financial impacts to a procuring agency's financial balance sheet to include impacts on facility users and non-users and externalities.
Upon completion of this training, participants will be able to: Understand the principles on which the various evaluation methodologies are based; determine the appropriateness of each methodology depending on the questions being asked; understand the key assumptions and limitations of each methodology; and understand the capabilities of FHWA's P3-VALUE tools
