Title: (SR500) P3 Evaluation: Overview
Event Type: Training
Date/Time: 5/2/2013 1:30 PM - 3:30 PM EST
Approval Status: Confirmed
Description:
In determining whether to deliver a project as a P3 and how to optimally structure a P3, agencies may apply several methodologies to compare the financial and economic impacts of different procurement options for a project. This course provides an introduction to various P3 evaluation methodologies including: - Value for Money (VfM) analysis, which compares the time-discounted, risk-adjusted, financial impacts of delivering the same project over the same period under different procurement approaches. - Cash Flow Analysis/Financial Assessment which compares nominal cash flows to assist in determining the affordability of different procurement options. - Benefit-Cost Analysis (BCA) which compares the societal benefits and costs of different procurement approaches, going beyond financial impacts to a procuring agency's financial balance sheet to include impacts on facility users and non-users and externalities.
