(SR250) Utah DOT and Caltrans experiences with Price plus Time (A+B) Bidding

Price plus time bidding, also known as A+B, is an alternative contracting tool that has been used effectively to place emphasis on timely construction project completion. In addition to cost, contract time to complete the project becomes a component of the contractor selection and is done within the competitive bid environment. Price plus time bidding allows owner agencies, such as State Departments of Transportation (DOTs) and Local Public Agencies, to have the contractor set the contract duration using production efficiencies and innovations that will optimize the project schedule. This means less hassle to the public from work zones and less agency administrative costs, among other benefits. Appropriate user costs must be determined for projects using the A+B tool and often time related incentives are used as well. Utah DOT and the California Transportation Department (Caltrans) have had significant experience using this tool, including extending its use to smaller projects, so they will share successes and lessons learned during the webinar.
